The Amount of Service Outsourcing Contract Signed by China’s Enterprises in the First Three Quarters Increases by 16.4% Year-On-Year

According to information from official website of Ministry of Commerce, relative director of Ministry of Commerce indicates in October 21st, 2015 that from January to September, the amount of service outsourcing contract signed by China’s enterprises is 85.45 billion USD; the implementation value is 61.5 billion USD, which increasing by 16.4% and 12.8% respectively.

Data shows that from January to September, among service outsourcing contracts signed by China’s enterprises, the amount of offshore service outsourcing contract is 56.47 billion USD, implementation amount is 40.97 billion USD, which increasing by 17.2% and 10.5% respectively.

The director of Department of Trade in Services and Commercial Services, Ministry of Commerce puts forward that in the first nine months, service outsourcing industrial development shows these features below:

One is that eastern coastal provinces and cities keep industrial leading advantages. From January to September, the first six provinces undertaking offshore service outsourcing in China respectively are Jiangsu, Guangdong, Zhejiang, Shandong, Shanghai and Beijing; offshore contract amount and implementation amount are 47.47 billion USD and 35.56 billion USD respectively, which accounting for 84.1% and 86.8% of total amount in China respectively that still keeps industrial leading advantages. Besides that, because of increasing operation cost of enterprises, talent backflow to second/third-tier cities, industrial development growth of Hebei, Henan, Hubei, Hunan and other provinces has increased rapidly.

Two is that offshore outsourcing business undertaking main markets still keeps stable growth. During the period from January to September, implementation amount of offshore outsourcing undertaken by China’s enterprises from first ten countries/locations is 29.19 billion USD, which accounting for 71.2% of total implementation value of offshore outsourcing and increasing by 13.1% year-on-year. Among them, the No.1 is USA; the implementation value is 9.46 billion USD, which accounting for 23.1% of total implementation value and increasing by 10.8% year-on-year. Service outsourcing undertaken from Singapore, Korea, Taiwan, UK, Holland, and other countries and locations has obviously increased.

Three is that amount of offshore service outsourcing contract newly signed has increased. In September, amount of offshore service outsourcing contract undertaken by China was 10.89 billion USD, which increasing by 105.3% month-on-month. Among them, there were 6 newly signed offshore contracts with amount of 100 million or more; 65 contracts with amount of 10 million or more, which obviously are better than in the first eight months of 2015. The most obvious is that the contract amount of technological KPO undertaken by GlaxoSmithKline (China) Investment Co., Ltd. from its parent company has reached 1.6 billion USD.

Four is to rapidly develop service outsourcing cooperation with coastal countries of “One Belt & One Road”. The amount of service outsourcing contracts undertaken by China from coastal countries of “One Belt & One Road” is 11.38 billion USD; the implementation amount is 6.07 billion USD, which increasing by 42.1% and 13.3% respectively. Among them, the value of service outsourcing contracts undertaken from southeast Asian countries is 6.07 billion USD; the implementation value is 4.28 billion USD, which increasing by 39.7% and 21.95 respectively.

Five is to have great growth of new employees. During the period from January to September, the number of new employees in China’s service outsourcing enterprises is 79300 people; among them, there are 47900 people with bachelor degree (including graduated from colleges), which increasing by 38.1% and 25.75 respectively. Benefited from co-development of Beijing & Tianjin & Hebei and service outsourcing industry transferring to mainland cities, Hebei, Hunan, Hubei, Jiangxi and other provinces have increased many new employees in service outsourcing industry.
